Program Overview
What is the Home Energy Check-Up program?
A participating contractor will perform an on-site check-up of your home. You will receive a personalized report showing the projected energy and potential cost savings you could earn resulting from the implementation of options identified during the check-up.
Once you provide documentation that some of the recommended energy efficiency improvements have been made, a portion of the check-up price will be refunded, up to the full price of the check-up for measures completed at the time of the check-up. [Note: ZeroDraft always performs the Check-Up at no cost to you; as a service, the check-up rebate is assigned to us as the Contractor so you do not have to wait for the rebate check to arrive].
What types of measures are eligible for rebates as a part of the Home Energy Check-Up?
Dominion’s Home Energy Check-Up offers rebates for the installation of a variety of energy saving measures, including; compact florescent light bulbs, efficient faucet aerators and showerheads, replacement air filters for air conditioners, door weather-stripping and smart outlet strips.

Dominion’s Home Energy Check-Up helps customers manage energy costs. This program can help reduce costs while improving the efficiency of your home. We make it easy to participate and customize the recommendations to maximize the benefits for you.
The Home Energy Check-Up provides you with:
- An on-site analysis of your energy use
- A report which contains cost-effective options and easy-to-follow recommendations to help you reduce your energy usage
- Financial incentives that cover approved measures
- Connection to prequalified contractors who can perform the work
- Equipment installation at your convenience
What are the steps to participate?

- The day of the Home Energy Check-Up, the contractor will perform a walkthrough of your home.
- Upon completion of the Home Energy Check-Up, the contractor will generate a personalized report that recommends certain direct install measures that can be completed the day of the check-up and are eligible for rebates as well as project more advanced savings opportunities you can also take advantage of.
Do I have to use a contractor listed on the www.dom.com/contractorsearch site?
Yes. Only qualified measures performed by a contractor participating in Dominion’s Contractor Network will be eligible for rebates.
What is the Dominion Contractor Network and why do I have to use a contractor from it?
To ensure the highest level of quality service is provided to our customers, Dominion’s Contractor Network has been established and consists of contractors who have undergone a submission process to become eligible to provide services/install measures prescribed as part of the suite of programs being offered by Dominion.
Contractors throughout Dominion’s service territory in Virginia are eligible to participate in these programs by agreeing to abide and maintain compliance with strict Terms and Conditions, and by maintaining good standing with Dominion and the Better Business Bureau.
Only qualified measures performed by a contractor participating in Dominion’s Contractor Network will be eligible for incentives.
I want to use my own contractor but they aren’t currently on the list. How can they join the network?
Contractors can learn more about and register to become a participating contractor in Dominion’s Contractor Network by going to www.dom-vendor.com or calling 1-888-366-8280.
Once their submission has been approved and they are members of the network in good standing, they can perform the services for the programs for which they have signed up.
Please note, that any work performed by a contractor prior to them joining the Dominion Contractor Network will not be eligible for rebates.
Who is eligible to participate?
This Program is open to Dominion Virginia Power residential customers living in single-family detached residences or single-family attached residences (townhomes). The customer must be on a residential rate schedule. Homes must be at least five years old. Customers must be responsible for the electric bill and either own the home or be able to secure permission from the owner to perform the repairs or improvements recommended. Apartments (high rise, garden or townhouse), condos and mobile homes are not eligible for the Home Energy Check-Up Program. Gas/propane/oil/etc. appliances are not eligible for measures in this program. Customers who do not have all-electric homes are eligible for some measures as indicated on the measure chart.
If I don’t own my home, can I still participate?
Yes. If you are responsible for the electric bill and are either the owner of the home or reasonably able to secure permission from the homeowner to have the check-up conducted and identified direct install measures completed.
I live in an apartment. Can I participate?
Unfortunately this program is not available to apartments of any kind (high rise, garden or townhouse) at this time.
Will it cost me anything to participate?
The participating contractor you choose to perform the check-up will provide the cost for performing the check-up as well as any recommended measures. Upon completion of the work, a rebate will be submitted on your behalf, so your out-of-pocket cost will vary depending upon the rebates you qualify for based on the measures you had installed.
Rebate Information
What rebates can I earn?
The average one-time incentive is approximately $230, based on the number of energy saving measures installed during the visit. You may also assign your rebate to the participating contractor for instant savings on the cost of services. Not all contractors offer the instant rebate option. Contact your participating contractor for additional rebate details.
Note: One audit per location.
When can I expect to receive my rebate?
Please allow up to 90 days from the date all required information is received to process your rebate. Payment will be issued to the account holder and mailing address on record with Dominion – unless the customer has authorized the rebate to be paid to the contractor.
It is the responsibility of the customer to assure that all requirements for the rebate are met. Failure to provide any of the required information will delay processing of your application and could result in non-payment.
How can I check the status of my rebate?
Upon submission of the rebate application, an email will be sent to the email address provided on the rebate form confirming the rebate has been submitted for processing. What is the Heat Pump Tune-Up program?
Dominion’s Heat Pump Tune-Up program provides rebates for maintenance tune-ups of existing heat pump equipment.

A Heat Pump Tune-Up can also:
- Improve efficiency and prolong the life of existing equipment
- Ensure your unit is clean and has good air flow
- Provide better temperature and humidity control
What are the steps to participate?

- The day of the appointment, the contractor will inspect your heat pump and make the general efficiency improvements needed. For example, the contractor will inspect the heat pump’s thermostat, air filter and refrigerant level to make sure they are operating at an optimal level.
- Upon completion of the tune-up, the contractor will complete the contractor portion of the rebate form. You may then submit the completed form via fax or mail along with a copy of your receipt of payment.
- You will receive a confirmation email the day your rebate information is received.
- After you receive the initial confirmation email, you can check your rebate status using Manage Your Account or by calling 1-888-366-8280.
- Your rebate check will be mailed directly to you – unless you authorized payment directly to the contractor.
What is the Dominion Contractor Network and why do I have to use a contractor from it?

Who is eligible to participate in the Heat Pump Tune-Up program?
This Program is open to Dominion Virginia Power residential customers living in single-family residences, townhomes, mobile homes, and multi-family (apartments and condos) dwellings with electric heating and cooling with an air source heat pump. Ductless Mini-Split systems are also eligible, however Packaged Terminal Air Conditioners (PTAC) and water source heat pumps are not.
Customer must be on a residential rate schedule. Customers must also be responsible for the electric bill and either own the home or be able to secure permission from the owner to perform the repairs or improvements recommended. Units in operation for less than six (6) months are not eligible to receive a tune-up. Homes with gas or oil-fired supplementary heat do not qualify. Units must be in working condition prior to tune-up. Any deficiencies identified during the tune-up, including refrigerant charge, must have been corrected and noted by technician on the rebate form.

Yes. If you are responsible for the electric bill and are either the owner of the home or reasonably able to secure permission from the homeowner to have the services completed.
I live in an apartment. Can I participate?
Yes. Apartments are eligible to participate if meet other program eligibility requirements.
Rebate Information
What rebates can I earn?
The incentive offered for the tune-up is $90 per unit.
You may also assign your rebate to the participating contractor for instant savings on the cost of services. Not all contractors offer the instant rebate option. Contact your participating contractor for additional rebate details.
Note: One tune-up rebate per unit. Rebate amount cannot exceed the cost of the service performed.
